Development of professional sociocommunicative competence of a public manager

Abstract
his work addresses the most important aspects of managers' professional socio-communicative competence in the focused context of building management communications. The socio-communicative competence of a manager includes the creation of an effective communicative space for managerial communication. Leadership in public service requires responsibility and competence from managers. Professionalization increases the quality of task performance and responsibility to society. Methods of observational and sociological survey approaches were used. The research was aimed at elucidating if organizations’ leaders experience difficulties across varioussituations requiring managerial communication. The results of the analysis of scientific literature show that human security remains a priority of public policy, and effective social and communication mechanisms contribute to the establishment of interaction between the authorities and citizens. It has been established that optimization of communication flows plays a key role in modern governance, ensuring rapid exchange of information and increasing the level of trust in society. A study of managerial communications of a modern manager from a socio-communicative point of view was conducted at the Vinnytsia Academy of Continuing Education. A sociological survey of 150 managers showed that the most significant forms of communication are business conversations (35%) and business meetings (35%). Rules for conducting business conversations and methods of critical statements that do not create conflicts were also developed. After the implementation of these approaches, 33% of managers experienced reduced communication difficulties, and the atmosphere became calmer, which helped to avoid communication problems by 5%. The study showed the importance of developing managerial communication in personnel training and the postgraduate management program. Practice and management experience show that successful effective managerial communication influences development of professional socio-communicative competence, in its typical forms: business conversations, business polemics, business meetings, telephone conversations, etc. The developed rules of their conduct refer to the optimal forms of managerial communication, which are aimed at overcoming tensions and conflict situations in the team.
