Abstract

The analysis of current strategic plans and target state programs and regulatory legal acts on the development of rural areas and their implementation shows that the balanced development of rural areas is identified with the development of agriculture. If rural areas as a strategic management object are underestimated, their multifunctional role in ensuring an adequate standard of living for their residents is not recognized, then the principles of balanced development are violated.
